Human trafficking is a grave violation of human rights that affects millions of people worldwide. The European Union (EU) has taken significant steps to combat this issue, both within its member states and in its external relations. This article explores the external dimension of the EU policy against trafficking in human beings, highlighting the key measures and challenges faced by the EU in addressing this global problem.

The Scope of Human Trafficking

Human trafficking involves the recruitment, transportation, transfer, harboring or receipt of persons by means of coercion, fraud, or deception, with the purpose of exploiting them. The victims of trafficking are subjected to various forms of exploitation, including forced labor, sexual exploitation, and organ trafficking.

The EU recognizes the need for a comprehensive and coordinated approach to tackle this issue, not only within its member states but also in its external relations. The external dimension of the EU policy against trafficking in human beings focuses on preventing trafficking, prosecuting perpetrators, and protecting and assisting victims.

Prevention

Prevention is a crucial aspect of the EU's policy against trafficking. The EU engages in dialogue and cooperation with non-EU countries to address the root causes of trafficking, such as poverty, lack of education, and social inequality. It also provides funding and technical assistance to support anti-trafficking initiatives in these countries.

The EU's External Action Service works closely with international organizations, such as the United Nations and Interpol, to enhance cooperation and information-sharing on trafficking. It also promotes awareness campaigns and educates vulnerable communities about the risks of trafficking and how to protect themselves.

Prosecution

Prosecuting traffickers is essential to deter future criminal activities and ensure justice for the victims. The EU actively cooperates with non-EU countries through bilateral agreements, joint investigations, and cooperation platforms to dismantle trafficking networks and bring perpetrators to justice.

The EU also provides technical assistance to improve legal frameworks and strengthen law enforcement agencies in non-EU countries. It supports training programs for judges, prosecutors, and police officers to enhance their expertise in combating trafficking.

Protection and Assistance

Protecting and assisting victims of trafficking is a fundamental aspect of the EU's external policy. The EU supports the development of victim-centered legislation in non-EU countries and encourages the establishment of specialized support services for victims.

Through its financial instruments, such as the European Instrument for Democracy and Human Rights, the EU provides funding to organizations working on victim assistance and rehabilitation. It also supports shelters and safe houses for victims, ensuring their access to medical, psychological, and legal support.

Challenges and Future Directions

Although the EU has made significant progress in addressing the external dimension of trafficking in human beings, there are several challenges that still need to be overcome. These challenges include the lack of coordination among EU member states, the complexities of cooperation with non-EU countries, and the increasing sophistication of trafficking networks.

Furthermore, the COVID-19 pandemic has exacerbated the vulnerabilities of potential victims and disrupted anti-trafficking efforts. The EU needs to adapt its policies and allocate additional resources to counter the emerging trends and risks associated with the pandemic.

In , the external dimension of the EU policy against trafficking in human beings is crucial in the fight against this grave violation of human rights. Through prevention, prosecution, and protection measures, the EU aims to address the root causes of trafficking, hold perpetrators accountable, and provide support to victims. However, ongoing challenges and emerging risks require continuous efforts and international cooperation to effectively combat this heinous crime.

This book explores the external dimension of the ambitious EU policy on human trafficking. Through this policy the EU institutions and Member States promote the eradication of human trafficking and support, to that end, cooperation with their partners, being third States or international organisations.

Analysing the unilateral and multilateral mechanisms the EU uses to achieve these aims, the book questions whether the EU's external response to human trafficking addresses it in all its dimensions, and whether it does so in a coherent way. As a case study, the book explores the cooperation of the EU with countries of the Western Balkans, which constitutes a specific unilateral mechanism. The analysis of the multilateral mechanisms covers the cooperation of the EU with key international and regional organisations combating human trafficking, including but not limited to the Council of Europe or the United Nations Office on Drugs and Crime.

The book also examines the impact of the evolution of migration flows and the increasing reliance of military tools on the EU's response to human trafficking.
